Richard Bolt FIEAust
Principal, Nous Group
Richard Bolt is Adjunct Professor of Energy Transformation at Swinburne University of Technology and Principal at Nous Group, an international management consultancy. He is a thought leader and adviser on complex issues including energy transition and governance, infrastructure, transport, and economic and regional development. Richard has more than 30 years’ experience with a career focused on the creation of sustainable public value through better strategic planning, policy development, engagement, collaboration and innovation.
Richard’s diverse career in public advocacy, government and consulting includes roles as Secretary of the Department of Economic Development, Jobs, Transport and Resources (DEDJTR), Secretary of the Department of Education and Early Childhood Development (DEECD), and Secretary of the Department of Primary Industries (DPI) and he was head of energy policy under the Bracks government.
His achievements include lead roles in national carbon and energy policy reform; driving technology innovation in energy, resources and agriculture; tackling corruption in education; gaining justice for victims of child sexual abuse; responding to major emergencies and building inclusion and collaboration in large government departments.
Richard has a Bachelor of Electrical Engineering and his early career and training included being an engineer with the State Electricity Commission of Victoria following traineeships with Mitsubishi Motors Australia and BHP. He also holds a Master of Public Policy and Management, and is a lead contributor to two books on Australia’s security. He was a member of the stakeholder advisory panel to Australia’s Chief Scientist, Alan Finkel, for the development of a national hydrogen strategy and is a current member of the advisory panel to the Energy Security Board on the post-2025 design of the National Electricity Market. He was awarded a Public Service Medal in 2018.
